If you are unable to take an English test due to COVID-19 outbreak, please take TOEFL iBT Special Home Edition. It will be considered as a valid English test for April 2023 intake as well as the usual tests such as TOEIC L&R, TOEFL iBT, and IELTS (academic).
Applicants for Scholarship Program supported by China Scholarship Council
If you are a Chinese national planning to apply for the Scholarship Program supported by China Scholarship Council (CSC) to fund your study at the Doctoral program, prior to your application to CSC you need 1) to be admitted to the Doctoral course at e3 program from October 2023 and 2) to obtain an acceptance certificate for CSC Program candidates from Hokkaido University. Applicants to be enrolled as research students from October 2022 and going to apply for Master's or Doctoral course commencing in April 2023
You will not be considered as an internal applicant yet since your enrollment is to be officially commenced in October. Therefore, you are required to apply for the [e3 Special Selection 2023 April] as an external applicant. In the application system please create an account as an external/new applicant.
In order to apply for the e3 program, first you need to apply for the Matching Check through e3 online document submission system. After the check you shall submit the originals or attested copies of your documents and pay the examination fee to apply for the program.
Step 1: Matching Check
All applicants are required to submit the necessary documents on e3 online system during matching check period. After documents are uploaded, e3 office will check if everything is uploaded correctly.

* External = Overseas and Domestic Applicants who are not currently enrolled in School or Graduate School of Engineering, Hokkaido University
* Internal = Internal Applicants who are currently enrolled in School or Graduate School of Engineering, Hokkaido University as Bachelor’s course Students or Master’s Course Students
* As for research students, if they are currently enrolled in the Faculty of Engineering, they are not required to submit a transcript of Master's/Bachelor's course and certificate of graduation if submitted when applying for a research student.
Also, they have to submit another recommendation letter if submitted only one when applying for a research student.

Abstract(s) of Publication(s)If you published papers including conference as a first author, please attach an abstract. Do not attach the full paper. If your paper was published in a language other than English, please prepare an English abstract. Please make sure that the abstract is accompanied with full reference information including: name(s) of the author(s), title, and publication information.
* Transcripts are not required from the applicants who are currently enrolled as research students of the Graduate School of Engineering.
* Doctoral course applicants currently enrolled in Master’s course in the Graduate School of Engineering shall submit Master’s course transcript only.
Applicants who graduated/are expected to graduate from a university in any country/region other than China
If the transcript is issued in a language other than English, please submit the copy of transcript in your native language and the original English translation certified by an issuing institution or public notary.

Please go to the website全国高等学校学生信息諮詢与就業指導中心（CHESICC）https://www.chsi.com.cn/en/, and apply for online verification report of student record in English.
After verification, please request CHESICC to send email to e3 program office by the deadline of document check. You can also download in PDF, and upload it on e3 online submission system. When posting the original documents to e3 program, please attach the photocopy.
*Those who submitted online verification report from CHESICC are required to submit the online verification diploma (CDGDC) by the time of enrollment at e3 program.

Documents to Prove English Proficiency
* Doctoral course applicants currently enrolled in the Master’s course under the e3 program don’t need to submit MI certificate.
Period of Validity of the tests
Please note that if you can’t provide the official English test score by the deadline of documents check, your application will not be reviewed.
Applicants who completed full time degree programs in English can submit MI certificate as a proof of English proficiency.
MI certificate is an official letter or a certificate stating that English is the language of instruction at the university or a specific degree program. Please submit the original of certificate. If English being the language of instruction is clearly specified in the transcript or diploma, there is no need to submit MI certificate separately.
-Master’s course applicants who graduated or are expected to graduate from a full-time Bachelor’s degree program for which the medium of instruction is English.
-Doctoral applicants who graduated or are expected to graduate from a full-time Master’s degree program for which the medium of instruction is English.
If you have any concerns whether you qualify as a native speaker of English, please directly inquire to the e3 program office well in advance of the deadline.
