Applying for China Scholarship Council (CSC) program

If you are a Chinese national planning to apply for the Scholarship Program supported by China Scholarship Council (CSC) to fund your study at the Doctoral program, prior your application to CSC you need 1) to be admitted to the Doctoral course at the e3 program from October and 2) to obtain an acceptance certificate for CSC Program candidates from Hokkaido University.

Please follow the steps below.

1) To get admission to the e3 program, please apply for Doctoral course via the e3 program Special Selection, October enrollment with CSC program

Graduate School of Engineering will recommend for CSC program only those accepted to the Doctoral course via the e3 program Special Selection for October intake. The following categories of applicants cannot be recommended for CSC from the Graduate School of Engineering:

*Please make sure to check your eligibility for CSC in China prior applying for the admission.

2) After receiving the admission certificate candidates selected for October Enrollment with CSC Program shall subsequently apply for CSC Program selection following the guidelines prepared by Hokkaido University.  New application guidelines are usually published around December-February. Only those who passed the selection as a CSC Program candidate from Hokkaido University will receive the acceptance certificate indicating that they may be exempted from paying tuition and other fees required for submission to the China Scholarship Council.

3) After completing 2 steps above, you can submit the required application documents to the CSC program in China following the official CSC guidelines.

4) After you receive the selection results from CSC, please contact the e3 office and submit a copy of acceptance or rejection certificate.

Please note that depending on the university of your origin submission deadlines may vary. Irrespective of Hokkaido University's deadline please make sure to confirm the submission deadlines with your home university by yourself and inform us at step 2.

[Enrollment and tuition fees]
Awardees of CSC scholarship are exempted from paying the enrollment fee and the tuition for the period of scholarship approved by CSC.

Apply for acceptance letter - MEXT Embassy, other

MEXT: Embassy Recommended Candidates

After you pass the first round of screening at a Japanese embassy you will be asked to obtain a "Letter of Acceptance" from the graduate schools of your choice. In order to receive acceptance letter from our program, please prepare the listed below documents and send them by e-mail. Please contact us as soon as possible after the announcement of the screening results. 

Japanese Embassy nominated candidates can be accepted as research students or apply directly for the graduate school if they qualify for direct enrollment. Candidates accepted as Research Students may enroll in a Master's or Doctoral program in either October or April after passing the enrollment screening.

    If your study is on-going, the transcript should include the records available at the time of your application.
  5. Graduation/expected graduation certificate (original) or photocopy of diploma for each graduated university program.
    Prepare the most recent provisional certificate if you haven’t graduated yet. The expected graduation certificate must show the expected date of your graduation.
    If your university does not issue an expected graduation certificate, please obtain a certificate of enrollment which shows the expected date of graduation. Once you get a diploma, please submit a copy.
  6. 2 recommendation letters
    One of the letters shall be provided by your supervisor in the most recently graduated/expected to graduate school. You may use the format provided by e3 or any other format.

Japanese Government: MEXT scholarships

Uniform call for Japanese government MEXT scholarships, nomination through the e3 program (university nomination) for October 2022 Intake (Deadline: November 30, 2021)

e3 program calls for scholarship applications by international students who wish to enroll in the Graduate School of Engineering for October 2022 intake being funded by the Japanese Government (MEXT) Scholarship Program. This is the only solicitation for MEXT Scholarships (University Recommendation) to international students by the Graduate School of Engineering for 2022 academic year enrollment. Applicants seeking enrollment with MEXT scholarship for "Global Leadership Program for Cold Region Engineering” or other MEXT scholarships (University Recommendation) such as “General”, “Top Global University Scholarship” and “Study-in-Japan Global Network Scholarship” shall follow the guidelines for "Global Leadership Program for Cold Region Engineering” below.

Japanese government MEXT scholarship, nomination through the e3 program"Global Leadership Program for Cold Region Engineering" (Deadline: November 30, 2021)

The application starts with screening and selection for the scholarship. Applicants are expected to be academically excellent and strongly motivated to conduct Master's or Doctoral level research at one of laboratories at e3 program. The candidates who passed the first screening (document screening and interview with a prospective supervisor) will proceed to the second screening (interview with nomination committee) and be asked to submit additional documents to complete the procedure. Applicants who are nominated for the scholarship must subsequently apply for admission to the e3 program, the Graduate School of Engineering. (Caution: MEXT Scholarship application and admission of the Graduate School of Engineering are separate procedures.)

Caution

This is the only solicitation for MEXT Scholarships (University Recommendation) to international students by the Graduate School of Engineering for 2021 academic year enrollment. This guideline is for the scholarship program titled "Global Leadership Program for Cold Region Engineering." However, candidates for other MEXT scholarships (University Recommendation) such as “General”, “Top Global University Scholarship” and “Study-in-Japan Global Network Scholarship” will be selected from the same pool of applicants.

Special considerations

The e3 program recruits’ candidates for MEXT scholarship from all over the world, due regard being given to the geographic diversity of the scholarship recipients. For this scholarship call candidates from the following regions are strongly encouraged to apply: Russia & CIS, Sub-Saharan Africa.

    Japanese government MEXT: University recommendation "Top Global University Scholarship"

    In September 2014 Hokkaido University has been selected for the Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) Top Global University Project, as one of the 13 Type A: Top Type universities. This higher education reform initiative aims to support internationalization and reform in Japanese universities and help to improve their world ranking in the next 10 years. Few additional scholarships have been provided under this project.

    Conditions of the scholarship (as of March 2021)

    Master's course: 144,000 JPY
    Doctoral course: 145,000 JPY

    Maximum period of the scholarship: 24 months either for Master’s or Doctoral course (extension of the period of the scholarship is not possible*);
    *The normal enrollment period of doctoral course is 3 years, however the scholarship will maximum cover only the first two years (24 months);

    Possibility to extend the scholarship from Master's to Phd: it is not possible to extend the scholarship from Master’s to Doctoral course. The recipients of this scholarship for Master’s course who wish to continue to Doctoral program at e3 shall look for other sources of funding for their Doctoral program.

    Japanese government MEXT: University Recommendation “General”

    A very limited number of MEXT scholarship positions is allocated to Hokkaido University under the "General" category. Few highly ranked applicants for the MEXT Uniform call can be reccomeded to the university from the e3 program.

In 2020-21 intakes e3 program nominated a limited number of high ranked applicants from the MEXT: Uniform call to the scholarship allocated to the Sub-Saharan Africa region.

    *Japanese government (MEXT) scholarship, embassy selection –

    There is another way to apply for MEXT scholarship - through the Japanese Embassy in your home country using the application form provided by the Japanese Embassy. Candidates selection procedure and timelines are entirely different from the university nomination.   If you pass the preliminary screening at the Embassy, you will be asked to submit an acceptance letter from a Japanese university of your choice.  To obtain a letter of acceptance from the e3, you should send/email us a set of the same documents as those submitted to the Japanese Embassy, with a confirmation seal of the Japanese Embassy affixed, and a certificate of the primary selection issued by the Japanese Embassy.  You should select two professors or laboratories in your message so that we can forward your application to them for consideration. e3 grant for self-supported Doctoral students

A grant of JPY 100'000 upon enrollment (one time payment) is available for privately funded student's who do not receive other scholarships which covered the enrollment fees. This grant can be received together with MEXT Honors Scholarship for Privately Financed International students.

Monbukagakusho (MEXT) Honors Scholarships for Privately Financed International Students

Two types of scholarships for self-supported students are available. Reservation program targets newly enrolling international students and program for current students - currently enrolled students with good academic performance. Please do not confuse this scholarship with MEXT full support scholarships.

1. Monbukagakusho (MEXT) Honors Scholarship for Privately Financed International Students (Reservation Program)

12 month (in case of April enrollment) or 6 month (in case of October enrollment)

To be qualified to apply for this scholarship, you must:

  1. Apply for the program from overseas
  2. Fulfill the minimum GPA requirement set by the program and be exempted from an entrance exam (via e3 Special selection)
  3. Not receive more than 90,000 yen/month (except entrance fee and tuition fees) provided by your supporter
  4. Not have a supporter in Japan whose annual income exceeds 5,000,000 yen
  5. Do not receive a scholarship from another institution that does not allow plural grants
  6. Cooperate with a survey conducted by the organization (through Hokkaido University) after you receive this scholarship
  7. Sign up every month during designated sign-up period by Hokkaido University

2. Monbukagakusho (MEXT) Honors Scholarship for Privately Financed International Students (For students who have already been in Japan) / Not currently Avilable

Every year program recommends a number of enrolled privately funded international students with good academic performance for the MEXT honors scholarship.

  1. Already be in Japan as a self-supporting student and enrolled in e3 program

  5. Do not receive a scholarship from another institution that does not allow plural grants

How and when to apply

For newly aplying students: no separate application is required, e3 office will contact the eligible candidates among those submitted the application for admisison. If you are specifically interested in thiss support you can also mentione it in your application form (section 14).
Currently enrolled students: e3 office will notify eligible private candidates when there is a call for applications.

 

Scholarships offered by other organizations

Below are some of the scholarship programs with which e3 is working directly. We also accept nominees of scholarships provided by foreign governments and Japanese companies etc. You can check Japanese Student Services Organization`s website for more scholarship options.

The Konosuke Matsushita Memorial Foundation Scholarship

The foundation provides few scholarships to the international students from Asian, African, and Latin American countries who conduct research related to its objectives “to contribute to international society by promoting mutual understanding between Japan and other countries” and “to create society where mankind coexists with nature”. Two scholarships are usually available for Hokkaido University students enrolling in regular Master's course from October. Applicants shall be eligible for direct enrollment into e3 program via e3 Special selection. If you are interested to be considered for this scholarship please submit your application by the deadline of e3 special selection for October intake.

JEES International Understanding Promotion Scholarship (Minority Acceptance Countries)

Target countries: countries with small number of international students accepted in Japan. Please check the list.
Amount of the scholarship: JPY50'000/month
Period of the scholarship: From October 2019, maximum 2 years
Scholarship candidate's can't receive multiple scholarships from JEES. If receive scholarship from other foundations, the amount shall not exceed JPY48'000.
Applicants shall be actively involved in volunteer activities, or be interested to start.

Chinese Scholarship Council

The China Scholarship Council (CSC) and Hokkaido University are offering Ph.D. scholarships for undergraduate and graduate students who would have completed their study prior to their enrollment to HU.   Students with an undergraduate degree will enroll first in the master's program.  The scholarships are meant for students from the People's Republic of China who intend to pursue a doctoral degree at HU and to Ph.D. students who want to spend one year as exchange student at HU.
HU will waive full tuition fees for selected students and the CSC will pay the living allowance prescribed by the Chinese Government, a return airfare to Japan by the most economical route, and visa application fees.

Announcement regarding 2020 application

Eligibility to apply for the scholarship

CSC scholarships will only be available to applicants who:

  • are Chinese citizen and resident in China at the time of application;
  • agree to return to China upon completion of their studies and/or research;
  • fulfill the relevant academic entry requirements set by HU and have been accepted by HU professor.
  • intend to pursue a Ph.D. in one of the priority areas identified by CSC.

The China Scholarships Council normally gives preference to applicants from the 985 Program Chinese universities, and the 211 Program Chinese universities, but applicants from other Chinese universities will also be considered.

Schedule and procedure (China side)

January to February: Applicants submit the application documents including transcript, papers, certifications etc. to their own university.  Applicants can contact the foreign university at this time, or some professors recommend their students to some overseas university. 

March:  Both department and university review the documents and interview the candidates and some presentation as well as health examination. During this time, the candidate should submit relative information to the official CSC website.
April: The graduate schools submit the final name list and documents to CSC.
May to June:  CSC publishes the list of successful applicants.

AUN/SEED-Net (JICA)

This is scholarship program for Doctoral students from the leading universities at ACEAN countries. Please check the application procedures at the AUN/SEED net homepage.

ABE Initiative: Master's Degree and Internship Program of the African Business Education Initiative for Youth (JICA)

This is scholarship program for young African professionals. Scholarship covers 6 month research student period (optional) and 24 month of Master's course program. After graduation participant join 6 month internship program. Please check the homepage and contact JICA office in your country.

Pacific-LEADS: Pacific Leaders' Educational Assistance for Development of State (JICA)

Scholarship program to obtain Master's degree in Japan for the citizens 14 Pacific Islands Countries. Main target participants are government officials/civil servants of the target countries. In some cases, persons from the private sectors and educators are also considered. Scholarship covers 6 month research student period (optional) and 24 month of Master's course program.

Pacific-LEADS aims to foster young leaders who play a vital role towards the resolution of development challenges in Pacific Islands Countries, as well as to further strengthen the relationships between their countries and Japan.

 

Other scholarships for self-supported students in Hokkaido University (application after the enrollment)

There is a number of private organizations offering scholarships for Hokkaido University students. Application is available after the enrollment. Some scholarships can be applied directly and some only through the candidate registration and inner selection at the university. Please check International Student Center website for the details.

Living costs and tuition fee support

Living costs

Accommodation cost in Sapporo is relatively cheap compared to other Japanese cities.  Moreover given the close proximity between dormitories, private apartments and the university campus, a majority of students commute to and from the university by foot or by bicycle all year round except during winter.   A single student can live with a monthly allowance of 100,000 yen. Please check here about the cost of the university dormitories.

There are two forms of tuition fee support which helps to reduce the burden of tuition fee payment for privately funded students.

Tuition fee waiver and deferment of enrollment fee

Self-supporting graduate students (not research students) can apply for waiver of tuition fee and/or deferment of payment after official admission.

In the academic year 2014-15, 72% of applications resulted in half-waiver, 15% in quarter waiver and 13% in full waiver.

Applications are accepted during the fixed period around March and September every year. During this period e3 office will send out the application form to the eligible candidtaes.

Study Support for Doctoral Students

This Study Support is intended to improve the educational and research environment of students in the latter period of doctoral programs as part of study support based on financial assistance in relation to Research Assistant (RA) employment.
