Information for Applicants April 2018 (Secondary Call)

Master's Course and Doctoral Course

This is the guidelines for general course.

Graduate School of Engineering has established the English Engineering Education Program (known as e3) in which students can earn a master's or doctoral degree. This program is conducted in English. Students who participate in this program take classes in English, give presentations in English, and receive research guidance in English.
Regarding the application for e3, please refer to e3 website(http://www.eng.hokudai.ac.jp/e3/).

Please inquire directly if the area you wish to enter is accepting applicants before applying.

The application will be proceeded when it receives the consent of the instructor of the desired area(s).

Also, there is a preliminary screening of qualifications prior to accepting their application. See section 3 for information concerning the preliminary screening and section 5 for the application document.

The results of the preliminary screening will be announced on December 18 (Mon.), 2017. The candidates who pass the preliminary screening are required to pay the administration fee explained in section 4.

The application will be rejected if the administration fee is not paid by the due date.

2. Application Qualifications

Master's course

(1) Individuals who have graduated or expect to graduate from a university by March 2018.

(2) Individuals who have been awarded a degree by the National Institution for Academic Degree and Quality Enhancement of Higher Education or who expect to be awarded such a degree by March 2018. (hereinafter referred to as "individuals with a degree from the National Institution for Academic Degree and Quality Enhancement of Higher Education")

(3) Individuals designated by the Minister of Education, Culture, Sports, Science and Technology. (1953 Notice No. 5, Ministry of Education, Science and Culture)

(4) Individuals who have attended a university for three years or more or individuals who correspond to one of the following:

  • Those who have completed 15 years of school education in a foreign country.
  • Those who have completed 15 years of school education of a foreign country by taking a correspondence course in Japan offered by a school of that foreign country.
  • Those who have completed a foreign university's coursework at an educational institution in Japan that is positioned within the school education system of that foreign country as an educational body with a university course. (The completion of the coursework needs to be considered equivalent to the completion of 15 years of school education in that foreign country. In addition, the educational institution is required to be designated by the Japanese Minister of Education, Culture, Sports, Science and Technology.).

Furthermore, all individuals who apply to this qualification need to be deemed by the graduate school to have achieved excellent grades in the prescribed subjects. (hereinafter referred to as "individuals who apply through the early admission system")

(5) Individuals who have completed or expect to complete 16 years of school education in a foreign country by March 2018. (hereinafter referred to as "individuals completed a 16-year program of a foreign educational system")

(6) Individuals who have been awarded the equivalent of a bachelor's degree based on the completion of a course with a study period of at least three years1 at an overseas university or educational institution2, or expect to be awarded such a degree by March 31, 2018. (hereinafter referred to as "individuals who apply based on the overseas equivalent of a bachelor's degree")

  1. 1: Including those who have completed a correspondence course provided by an overseas educational institution while residing in Japan, and those who have completed a course at an educational institution designated by the Japanese Minister of Education, Culture, Sports, Science and Technology within the school education system of the relevant country
  2. 2: Institutions whose educational/research programs and status are accredited by the government of the home nation or a relevant organization, or institutions designated as equivalent thereto by the Japanese Minister of Education, Culture, Sports, Science and Technology

(7) Individuals who have completed or expect to complete 16 years of school education of a foreign country in Japan by taking a correspondence course offered by a foreign school by March 2018. (hereinafter referred to as "individuals from a foreign educational system via correspondence course")

(8) Individuals who have completed a foreign university's coursework at an educational institution in Japan that is positioned within the school education system of that foreign country as an educational body with a university course. (The completion of the coursework has to be considered equivalent to the completion of 16 years of school education in that foreign country. In addition, the educational institution is required to be designated by the Japanese Minister of Education, Culture, Sports, Science and Technology.)

(9) Individuals who have completed a specialized course at a specialized training college on or after the date determined by the Japanese Minister of Education, Culture, Sports, Science and Technology. (The course is required to be designated by the minister, and the course term needs to be four years or more. [Also, the course has to meet other standards established by the minister.])

(10) Applicants who are recognized by the graduate school as possessing the equivalent or greater academic skill as that of a university graduate based on an individualized admission qualification investigation and who will be 22 years of age as of March 31, 2018. (hereinafter referred to as "individuals who apply through an individualized admission qualification investigation")

Doctoral course

(1) Individuals who have been awarded or expect to be awarded a master's degree or professional degree by March 2018.

(2) Individuals designated by the minister of education, culture, sports, science and technology. (1989 Notice No. 118, Ministry of Education, Science and Culture)

  • Those who have graduated from a university, have worked for two years or longer at a university or research institution, and have earned a master's degree or are recognized by the Hokkaido University Graduate School of Engineering as possessing equivalent or greater academic capabilities based on its research findings.
  • Those who have completed 16 years of school education in a foreign country or 16 years of school education of a foreign country by taking a correspondence course in Japan offered by a school of that foreign country, have worked for two years or longer at a university or research institution, and have earned a master's degree or are recognized by the Hokkaido University Graduate School of Engineering as possessing equivalent or greater academic capabilities based on its research findings.

(3) Individuals who have been awarded or expect to be awarded a degree equivalent to a master's degree or professional degree from a foreign university by March 2018. (hereinafter referred to as "individuals from a foreign educational system")

(4) Individuals who have been awarded or expect to be awarded a degree equivalent to a master's degree or professional degree by taking a correspondence course in Japan offered by a foreign university by March 2018. (hereinafter referred to as "individuals from a foreign educational system via correspondence course")

(5) Individuals who have completed a foreign university's graduate school coursework at an educational institution in Japan and have been awarded a degree equivalent to a master's degree or professional degree. The institution needs to be positioned within the school education system of that foreign country as an educational body with a graduate school course and is required to be designated by the Japanese minister of education, culture, sports, science and technology.

(6) Individuals who have been awarded a degree equivalent to a master's degree from a United Nations University as prescribed in Article 1(2) of the Act on Special Measures Incidental of Enforcement of the Agreement between the United Nations and Japan regarding the Headquarters of the United Nations University (Act No.72 of 1976), which was established under the December 11, 1972 resolution of the General Assembly of the United Nations. (hereinafter referred to as "United Nations University")

(7) Individuals who have completed their formal education by taking a correspondence course through a non-Japanese university, an educational institution which received the designation by (5), or the United Nations University, who have passed an examination or a screening equivalent to the regulations by Article 16.2 in Standards for the Establishment of Graduate Schools, and who are recognized to have an academic ability equivalent to Master's degree holders by the Graduate School , or who will obtain it by March 2018. (hereinafter referred to as "individuals from a foreign university who have been passed a Qualifying Examination")

(8) Applicants who are recognized by the graduate school as possessing the equivalent or greater academic skill as that of a person who has a master's degree or professional degree based on an individualized admission qualification investigation and who will be 24 years of age as of March 31, 2018. (hereinafter referred to as "individuals who apply through an individualized admission qualification investigation")

3. Period of the Preliminary Screening of Qualifications

  • From November 27 (Mon.), 8:30 a.m. until November 30 (Thu.), 2017, 5:00 p.m..
    (The period is the same for both the master's course and the doctoral course.)
  • Applications will be received from 8:30 a.m. to 5 p.m. weekdays.

4. Application Acceptance Period

  • Applications will be accepted from January 5 (Fri.), 8:30 a.m. until January 11 (Thu.), 2018, 5:00 p.m..
    (The period is the same for both the master's course and the doctoral course.)
  • Applications sent by mail must also arrive during this period. Applications will be received from 8:30 a.m. to 5 p.m. weekdays.
